Core Glossary — Hebrews (English → Ndebele)
This glossary extends the baseline Romans Language Package for Ndebele. All terms already present in the baseline translation_memory.json are marked [BASELINE REUSE] and their recorded Ndebele rendering, risk tier, and notes are reused exactly, unchanged. New terms required for the Hebrews curriculum follow the same risk-tier conventions (Critical / High / Medium / Low) established in doctrine_risk_registry.json.
Risk tiers:
