This glossary consolidates every load-bearing theological term identified in analysis/07_semantic_analysis.md, citing occurrences across the whole book of Luke (chapters 1-24) plus the core passage (Luke 4:16-21). Terms already recorded in the baseline Romans translation_memory.json / bible_term_registry.json are marked [BASELINE — REUSE EXACT] and carry their existing risk tier unchanged; they are listed here for cross-reference completeness only, per full-book coverage requirements. All other terms are new to the Luke curriculum and carry fresh risk assessments consistent with the baseline’s methodology and forbidden-substitution conventions.

Section C — Cross-Reference Notes for Phase 2
- Doctrinal bookends: Luke 4:16-21 (core passage, terms #1-11 above) and Luke 24:44-49 (terms #67-69 above) should be taught and back-translated as a matched pair — Christ’s programmatic mission announcement and its risen-Lord commissioning fulfillment.
- Forgiveness word-family: ἄφεσις (aphesis) recurs at 1:77, 3:3, 4:18, 24:47 and must be tracked as a single theological thread across the whole book; see term #5 and #68.
- Mediator-alone reinforcement: Term #65 (Luke 23:34) provides a direct narrative enactment of the baseline “the_mediator_christ_alone” Critical doctrine and should be prioritized for human theologian review in Phase 2 alongside 22:32.
