Core Glossary — 1 Timothy (English–Russian)

This glossary extends the Russian Romans Language Package. Section A lists baseline terms reused unchanged in 1 Timothy (per the hard rule that established renderings must be reused exactly). Section B lists terms new to this curriculum, with full risk assessment. All risk tiers follow the baseline’s Critical/High/Medium/Low definitions (doctrine_risk_registry.json).
