Hebrews 3:1 uniquely calls Christ himself ‘the apostle and high priest of our confession’ — the only NT text applying ‘apostle’ directly to Christ. رسول must be explicitly distinguished from Muhammad’s specific title (‘Rasulullah’), and this unique Christological application at 3:1 requires heavier fencing than any Romans occurrence since it now also collides directly with high-priest (کاہن) title-language in the same verse.
