ولی (wali, ‘friend of God/saint’) names a specific category of especially favored holy person in Sufi and broader Islamic devotional tradition, often associated with shrines (dargah) and intercessory veneration — an elevated-elite category, not every believer. مقدس لوگ (holy/set-apart people) applies corporately to all believers.
