This glossary consolidates every load-bearing theological term identified in 07_semantic_analysis.md, organized by enforcement priority per the standing Language Package convention (12_ai_translation_requirements.md): Terms reused exactly from baseline translation memory, then new Critical/High risk terms, then new Medium risk terms, then new Low risk terms. All new terms proposed here require entry into translation_memory.json (with version increment) before Phase 2 translation begins, per the pre-flight checklist.
