Full-Book Doctrine Matrix (PRD Phase 1 Step 4)
This document is the full doctrine matrix for the Matthew curriculum, extending the Romans (telugu) baseline Language Package. It is fully consistent with assets/doctrine_risk_registry.json: same 30 doctrines, same doctrine IDs, same risk tiers, same review routing. This file adds (1) a consolidated matrix table with supporting passages and translation-risk reasoning, and (2) a chapter-by-chapter walkthrough covering Matthew 1–28 in full, so that every chapter’s doctrinal content — or explicit absence of new doctrinal content — is documented.
