Terms already fixed in the baseline Romans translation_memory.json are marked [BASELINE — REUSED EXACTLY] and must not be altered. Terms newly required by Ephesians are marked [NEW] and are proposed provisionally, consistent with this language’s thinner Bible-translation tradition; all [NEW] Critical/High entries require mandatory theologian and native-speaker confirmation before Phase 2 deployment, per the baseline’s escalation rules.
