This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md across Hebrews 1–13, including the core-passage verse-by-verse study of Hebrews 9:11–28. Terms marked [TM-REUSE] are already fixed in the baseline Romans translation_memory.json and MUST be used exactly as recorded there; this document does not alter those entries. New terms (not present in the Romans package) are proposed here as provisional Fulfulde renderings, each assigned a risk tier consistent with the baseline’s Critical/High/Medium/Low framework, and each flagged for the review routing the baseline methodology requires (theologian and/or native speaker, per this language’s thinner translation tradition).

Note on compounding risk factors specific to Hebrews: Beyond the three factors already documented in the baseline’s doctrine_risk_registry.json (thin/dialect-fragmented translation tradition; deep Fulani Islamic scholarly tradition; Pulaaku identity code), Hebrews introduces a fourth compounding factor absent from Romans: a dense cultic/sacrificial-priestly vocabulary layer (priest, high priest, sacrifice, mercy seat, altar, blood, tabernacle) that has no counterpart in Romans’ more forensic-juridical vocabulary. This layer collides most sharply with (a) Islamic clerical office titles (limaamu, alfa), (b) the commemorative (non-atoning) Tabaski sacrifice tradition, and (c) marabout-mediated intercessory practice (barke). A fifth Hebrews-specific factor is the letter’s explicit apostasy/warning-passage vocabulary (chs. 3, 6, 10), which collides with the historically severe Islamic-legal murtadd (apostate) category — a risk with no parallel anywhere in the Romans package and requiring its own dedicated non-Islamic-loaded Fulfulde phrase, established above (#60).
