Methodology and Scope
This document catalogs every Old Testament quotation, allusion, and typological pattern in the Gospel of Matthew, chapter by chapter, together with messianic references, character cross-references, and — critically for this language package — every point of contact with the baseline Romans curriculum already localized into Gujarati. Where Matthew and Romans quote, echo, or theologically depend on the same Old Testament text, a rendering-consistency rule is issued so that Phase 2 translators produce identical or deliberately-harmonized Gujarati across both curricula.
Citation convention used in this document: all citations are given in normalizable Book chapter:verse form (e.g., Genesis 15:6, Matthew 5:3) for internal cross-referencing. Section E below maps every English book name used in this document to its established Gujarati Bible form, extending the table already given in 12_ai_translation_requirements.md. Gujarati-facing output must always use the Gujarati book name + Arabic numerals (e.g., માથ્થી 5:3), never the English form or Gujarati numerals, per the baseline’s existing citation rule.
Sensitivity rating in the matrix below follows the same Critical/High/Medium/Low tiers as doctrine_risk_registry.json.

Doctrinal-Nuance Note: Righteousness and Law Vocabulary Shared Between Matthew and Romans
Matthew’s δικαιοσύνη (5:6, 5:10, 5:20, 6:33) carries a stronger lived/ethical-conduct emphasis than Romans’ more forensic emphasis, though both senses are present in each book. Both must use the identical baseline term ન્યાયીપણું — translators must not invent a separate “ethical righteousness” term for Matthew. Instead, teaching notes accompanying Matthew 5:20 and similar verses should clarify that the righteousness that “exceeds the Pharisees” is the fruit of the righteousness received by faith taught in Romans 3-4, never a self-generated substitute for it. This is the same caution the baseline gives for imputed_righteousness (Romans 4) and must be extended into Matthew’s curriculum notes rather than treated as a separate doctrine.
