Core Glossary — Acts | English → Azerbaijani
This glossary consolidates every load-bearing theological term identified in 07_semantic_analysis.md, covering the core passage (Acts 2:1–41) and all 28 chapters of Acts. Terms already fixed in the baseline Romans translation_memory.json are marked [BASELINE — REUSE EXACTLY] and must never be re-derived or altered. New Acts-specific terms are marked [NEW] and are candidates for addition to translation memory in Phase 2, pending theologian sign-off per risk tier.
Risk tiers follow baseline definitions: Critical (theologian review mandatory, every occurrence), High (theologian review required), Medium (native-speaker review recommended), Low (automated review sufficient).
