Purpose
This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md, organized by first occurrence in 1 Peter. It extends the baseline Romans translation_memory.json/bible_term_registry.json for the 1 Peter curriculum.
- [BASELINE] = term already established in the Romans Language Package; rendering reused EXACTLY, no deviation permitted.
- [NEW] = term newly required for 1 Peter; proposed rendering follows the same risk methodology as the baseline and must be reviewed and added to translation memory before Phase 2 translation begins.
Risk tiers follow the baseline’s doctrine_risk_registry.json definitions: Critical (human theologian review, every occurrence) / High (human theologian review) / Medium (native speaker review) / Low (automated review).
