This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md, organized by curriculum doctrine. It extends, and never contradicts, the baseline Romans translation_memory.json / bible_term_registry.json. Terms marked REUSED carry forward the baseline rendering exactly and unchanged. Terms marked NEW are proposed additions for this curriculum, pending incorporation into an updated translation memory file in a later PRD step.
Risk tiers follow the baseline definitions exactly:
- Critical — Human theologian review required for every occurrence.
- High — Human theologian review required.
- Medium — Native speaker review recommended.
- Low — Automated review sufficient.

New-Term Governance Note
Every term marked NEW in this glossary is a proposed extension to the Language Package’s translation memory and does not yet carry the authority of an enforced baseline entry. Per the Phase 2 pre-flight and enforcement rules established in 12_ai_translation_requirements.md, any newly encountered term must be:
- Assigned a risk level using the same framework as
bible_term_registry.json(done above per term). - Recorded in
translation_memory.jsonbefore segment translation is considered complete. - Flagged for human theologian review if Critical or High risk — which applies to the majority of terms in sections C, D, E, F, and G above, reflecting 2 Peter’s unusually dense concentration of doctrinally hazardous vocabulary for a Somali Muslim-majority audience (false teaching, judgment, Christ’s return, the Day of the Lord, and — most acutely — the “divine nature” language of 1:4).

One of the highest-density deity-of-Christ claims in the NT by frequency; every occurrence flagged for human theologian review, taught as ‘Ilaaheenna iyo Badbaadiyaheenna Ciise Masiix’, never split into two separable titles.
Beloved Son Declaration
