This glossary consolidates every load-bearing theological term identified in 07_semantic_analysis.md, organized by curriculum doctrine. Terms marked REUSE (baseline) carry forward the exact Romans translation_memory.json rendering and risk tier without modification, per the hard rule that established baseline renderings must be reused exactly. New terms introduced by Matthew’s distinct emphases are marked NEW and given full risk justification. This file must be loaded alongside the baseline translation_memory.json and bible_term_registry.json for Phase 2; it does not replace them.
