This glossary consolidates every load-bearing term identified in analysis/07_semantic_analysis.md, covering the entire book of Philemon (its single chapter, vv. 1–25). Terms marked [TM] are already fixed in the baseline Romans translation_memory.json / bible_term_registry.json and are reused here exactly as recorded; no alternative rendering is offered for these. New terms proposed for addition to translation memory are marked [NEW] with a proposed risk tier consistent with the baseline’s risk framework.
