Core Glossary — 1 Timothy (English → Dogri)
This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md, drawn from all six chapters of 1 Timothy. Terms already fixed in the baseline Romans translation_memory.json are marked (baseline reuse — exact) and must never be altered. New terms proposed for this curriculum are marked (new — 1 Timothy) and are proposed for addition to translation_memory.json in Phase 2 with the risk tier and rationale shown.
