Governing rule for Phase 2: Where a 2 Timothy passage echoes or directly parallels a passage already rendered in the Romans Language Package, the Filipino rendering of the shared concept must remain consistent with the baseline translation_memory.json, even when the 2 Timothy passage introduces new surrounding vocabulary. Section 4 below consolidates the specific rendering-consistency rules this generates.
