09 Cross-Reference and Theme Analysis — Matthew 1–28 (English → Filipino)
Purpose & Method
This document maps every Old Testament quotation and allusion, every messianic reference, every typological pattern, and every notable parallel to the Romans Language Package curriculum already translated for Filipino, across the entire book of Matthew, chapter 1 through chapter 28, per the PRD Phase 1 full-book coverage mandate. It exists to (a) give Phase 2 translators a passage-by-passage map of Scripture that must be rendered consistently with itself and with existing renderings elsewhere in the pipeline, and (b) flag every place a shared quotation’s Filipino wording must match across curricula so learners are not confused by two different renderings of the same verse.
Core passage note: Matthew 5:1–12 (the Beatitudes) contains no direct OT quotation formula, but verse 5 (“the meek shall inherit the earth”) is a direct quotation of Psalm 37:11, and the whole unit stands in the literary shadow of Moses receiving the Law on the mountain (Exodus 19–20) — treated in the Chapter 5 section below and cross-referenced in the theme map.
Citation Normalization Standard
All citations in this and all downstream Phase 2 artifacts must use the format Book chapter:verse (e.g., Matthew 5:3, Isaiah 7:14), with Filipino-facing materials using the established MBB/Ang Biblia book-name conventions already fixed in the Romans package plus the following additions required for Matthew’s OT citations:
| English Book Name | Filipino Book Name (citation form) |
|---|
| Matthew | Mateo |
| Genesis | Genesis |
| Exodus | Exodo |
| Leviticus | Levitico |
| Deuteronomy | Deuteronomio |
| Psalms | Mga Awit |
| Isaiah | Isaias |
| Jeremiah | Jeremias |
| Hosea | Oseas |
| Micah | Mikas |
| Zechariah | Zacarias |
| Malachi | Malakias |
| Daniel | Daniel |
| Jonah | Jonas |
| Habakkuk | Habakuk |
| Joel | Joel |
Verse numbers remain Arabic numerals, consistent with the YouVersion reference system used across the pipeline (per 12_ai_translation_requirements.md). Range citations use a hyphen with no spaces around it in the Filipino text stream (e.g., Isaias 7:14), consistent with baseline convention.
Cross-Reference Matrix — Chapter by Chapter
Chapter 1 — Genealogy, Virgin Conception, Emmanuel
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 1:1 | Messianic genealogy; Son of David, Son of Abraham | Abraham, David, Jesus | Genesis 12:1-3 (Abrahamic covenant); 2 Samuel 7:12-16 (Davidic covenant) | Medium — establishes covenant-lineage frame for the whole book; must keep Anak ni David distinct from lahi ni David (Romans TM), used for the same lineage concept in a different grammatical form |
| Matthew 1:3,5,6 | Genealogy includes Gentile/irregular figures (Tamar, Rahab, Ruth, Bathsheba) | Tamar, Rahab, Ruth | Genesis 38; Joshua 2; Ruth 4; 2 Samuel 11 | Medium — early foreshadowing of Gentile inclusion and grace toward the unexpected, thematically parallel to Romans’ Unity of Jews and Gentiles doctrine |
| Matthew 1:23 | Direct quotation: virgin conception | Jesus, Isaiah (prophet) | Isaiah 7:14 (LXX “parthenos”/virgin) | Critical — foundational Incarnation-doctrine quotation; Filipino birhen rendering must stay anchored to this historical fulfillment, not Marian devotional resonance (see 07/08 notes) |
Chapter 2 — Magi, Flight to Egypt, Prophecy Fulfillment
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 2:6 | Direct quotation: ruler born in Bethlehem | Jesus, chief priests/scribes | Micah 5:2 | High — Messianic Promise/Son of David doctrine; must retain “ruler,” not merely “leader,” to preserve royal-messianic force |
| Matthew 2:15 | Direct quotation: “out of Egypt I called my son” | Jesus, Israel (typological) | Hosea 11:1 | High — Israel-typology; Hosea’s “son” is corporate Israel, reapplied to Jesus as true, faithful Israel. Requires a teaching note so learners do not read this as a simple one-to-one prediction but as typological fulfillment |
| Matthew 2:18 | Direct quotation: Rachel weeping for her children | Herod’s massacre victims | Jeremiah 31:15 | Medium — grief-and-hope pattern; Jeremiah 31 context (new covenant chapter) should be flagged as thematically rich for later curricula |
| Matthew 2:23 | ”He shall be called a Nazarene” (no single exact OT verse; allusive) | Jesus | Possible allusion: Isaiah 11:1 (netzer/branch) | Medium — translators should not force a single OT verse citation; render as a general fulfillment statement per the Greek’s own indefinite phrasing (“spoken through the prophets”) |
Chapter 3 — John the Baptist, Kingdom Announced
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 3:3 | Direct quotation: voice crying in the wilderness | John the Baptist | Isaiah 40:3 | Medium — inaugurates the Kingdom of Heaven doctrine’s forerunner motif |
| Matthew 3:17 | Divine voice: “This is my beloved Son” | Jesus, the Father | Echoes Psalm 2:7 and Isaiah 42:1 | Critical — joins Sonship of Christ and Suffering Servant motifs at the very start of Jesus’ public ministry; parallels Romans’ Critical-risk Anak ng Diyos baseline entry |
Chapter 4 — Temptation, Ministry Begins
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 4:4 | Direct quotation: “man shall not live by bread alone” | Jesus, the devil | Deuteronomy 8:3 | High — Moses/Israel-in-the-wilderness typology: Jesus succeeds where Israel failed (cf. Exodus 16; Deuteronomy 8). Should be cross-taught with the wilderness-temptation typology summary below |
| Matthew 4:7 | Direct quotation: “you shall not put the Lord your God to the test” | Jesus, the devil | Deuteronomy 6:16 | High — same wilderness-typology set |
| Matthew 4:10 | Direct quotation: “worship the Lord your God, serve him only” | Jesus, the devil | Deuteronomy 6:13 | Critical — directly reinforces the sumamba (worship) rendering rule established in ch.2: worship reserved for God alone |
| Matthew 4:15-16 | Direct quotation: Galilee of the Gentiles, light to those in darkness | Jesus | Isaiah 9:1-2 | High — Gentile-inclusion / Great Commission foreshadowing; direct thematic parallel to Romans’ Universal Scope of the Gospel doctrine |
Chapter 5 — Sermon on the Mount Begins (CORE PASSAGE 5:1–12)
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 5:1-2 | Sermon setting on a mountain | Jesus, disciples | Typological echo of Exodus 19:3; 24:12-18 (Moses on Sinai) | High — Moses-typology: Jesus as the greater lawgiver/teacher, feeding the Authority of Jesus’ Teaching doctrine. Not a direct quotation, so must be taught as literary/typological allusion, not mistranslated as an explicit citation |
| Matthew 5:3 | ”Theirs is the kingdom of heaven” | Kingdom members | Echoes Daniel 7:18,27 (the saints possessing the kingdom) | Critical — Kingdom of Heaven doctrine anchor verse |
| Matthew 5:5 | Direct quotation: “the meek shall inherit the earth” | Kingdom members | Psalm 37:11 | High — must render mapagpakumbaba (meek) and magmana (inherit) so the connection to Psalm 37’s promise of vindication for the oppressed righteous remains recoverable |
| Matthew 5:17 | ”I have not come to abolish the Law… but to fulfill it” | Jesus | Programmatic statement over the whole Torah/kautusan corpus (Exodus–Deuteronomy) | Critical — governs the Fulfillment of OT Prophecy and Authority of Jesus’ Teaching doctrines together; must not be rendered so as to suggest either abolition or mere continuation |
| Matthew 5:21,27,31,33,38,43 | Antitheses (“You have heard that it was said… but I say to you”) | Jesus vs. scribal tradition | Exodus 20:13-14; Deuteronomy 24:1; Leviticus 24:20; Exodus 20:7; Leviticus 19:18 | High — Righteousness Exceeding the Pharisees doctrine core; Jesus intensifies, not cancels, the commandments’ moral demand — translators must preserve escalation, not replacement |
| Matthew 5:48 | ”Be perfect, as your heavenly Father is perfect” | Disciples | Echoes Leviticus 19:2 (“Be holy, for I… am holy”) | Medium — parallels the Romans-baseline banal (holy) doctrine of Sanctification; covenant wholeness, not flawless human achievement |
Chapter 6 — Lord’s Prayer, Piety, Providence
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 6:9-13 | Lord’s Prayer | Jesus, disciples | Echoes covenant-address patterns throughout the Psalms (e.g., Psalm 103; Psalm 145) | Medium — no direct quotation; the “Our Father” address builds on the Ama/Abba adoption theme already Critical/Medium in the Romans package |
| Matthew 6:26-30 | Provision of birds/lilies as evidence of the Father’s care | — | Echoes Psalm 104:10-30 (God’s care for creation) | Medium — direct thematic parallel to Romans’ Providence doctrine (kalinga ng Diyos); must not collapse into bahala na fatalism |
| Matthew 6:24 | ”No one can serve two masters… God and mammon” | — | Echoes covenant-exclusivity language of Deuteronomy 6:4-5 (rejecting divided loyalty) | Medium |
Chapter 7 — Judging Others, Authority of Teaching Confirmed
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 7:12 | The Golden Rule, summarized as “the Law and the Prophets” | — | Summarizes Leviticus 19:18 and the whole Torah/Prophets corpus | Medium — ties directly to the greatest-commandment summary later at Matthew 22:37-40 |
| Matthew 7:15,22-23 | False prophets warning | — | Echoes Deuteronomy 13:1-5; 18:20-22 (testing prophets) | Medium |
| Matthew 7:24-27 | Wise/foolish builders | — | Wisdom-literature pattern (cf. Proverbs 24:3-4) | Low |
| Matthew 7:28-29 | ”He taught… as one who had authority” | Jesus, crowds | Culminating statement of the Authority of Jesus’ Teaching doctrine | High — capstone verse for awtoridad; must be rendered so the contrast with the scribes is unmistakable |
Chapter 8 — Authority over Illness, Suffering Servant Quotation
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 8:11 | ”Many will come from east and west” to sit with Abraham, Isaac, Jacob | — | Echoes Isaiah 49:12; Psalm 107:3 (Gentile ingathering) | High — direct Gentile-inclusion foreshadowing, parallel to Romans 9-11’s olive-tree argument |
| Matthew 8:17 | Direct quotation: “He took our illnesses and bore our diseases” | Jesus | Isaiah 53:4 | Critical — first explicit Suffering Servant (Isaiah 53) citation in the book; must be rendered so the substitutionary/vicarious sense is preserved, anticipating the atonement language of Matthew 20:28 and 26:26-28 |
| Matthew 8:20 | Son of Man self-designation, first use | Jesus | Daniel 7:13-14 | Critical — see typology summary below; reused in Chapter 07 analysis’s Critical-risk Anak ng Tao entry |
Chapter 9 — Mercy, New Wine, Harvest
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 9:13 | Direct quotation: “I desire mercy, and not sacrifice” | Jesus, Pharisees | Hosea 6:6 | High — Righteousness Exceeding the Pharisees doctrine anchor; repeated verbatim at Matthew 12:7, so rendering must be identical at both occurrences |
| Matthew 9:27 | ”Son of David, have mercy on us” | Two blind men | Messianic title invoked as healer | Medium — Son of David doctrine, healing-ministry sense |
| Matthew 9:36 | Compassion on the crowds, “like sheep without a shepherd” | Jesus | Echoes Ezekiel 34:5-6; Numbers 27:17 (shepherdless-flock motif) | Medium — foreshadows the Sheep and Goats/shepherd-judgment imagery of Matthew 25 |

| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 10:1-4 | Naming of the Twelve apostles | The Twelve | Echoes the twelve tribes of Israel (Genesis 49; Exodus 24:4) | High — typological reconstitution of Israel around Jesus; must be taught alongside the Great Commission and Church doctrines |
| Matthew 10:32-33 | Confess/deny before the Father | Disciples | Same verb family (homologeō) as Romans 10:9-10’s salvation confession | Critical (cross-curriculum) — see Parallels to Romans section below; the Filipino verb chosen (ipahayag) must not be a different word than any future rendering of Romans 10:9 in shared teaching materials referencing both passages |
| Matthew 10:38 | First cross-bearing statement | Disciples | Anticipates Matthew 16:24-26 | High |

| Matthew 11:29 | ”Learn from me… for I am gentle (praus) and lowly in heart” | Jesus | Echoes Zechariah 9:9 (“meek,” same word-family as Matthew 21:5) | Medium — links the Beatitudes’ meekness (5:5) to Jesus’ own character and to the triumphal-entry citation |
Chapter 12 — Sabbath, Servant Songs, Sign of Jonah, Blasphemy
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |
|---|
| Matthew 12:7 | Repeated quotation: “I desire mercy, and not sacrifice” | Jesus, Pharisees | Hosea 6:6 (see Matthew 9:13) | High — must match the Matthew 9:13 rendering exactly |
| Matthew 12:18-21 | Direct quotation: the chosen Servant, “he will proclaim justice to the Gentiles” | Jesus | Isaiah 42:1-4 | Critical — longest direct Suffering-Servant/Servant-Song quotation in Matthew; ties Messianic Promise, Gentile Mission, and the gentle/non-coercive character of Jesus’ kingdom together |
| Matthew 12:40 | Direct quotation/typology: “three days and three nights in the belly of the great fish” | Jesus, Jonah | Jonah 1:17 | Critical — Resurrection typology (Romans-baseline pagkabuhay na mag-uli); the “sign of Jonah” is Matthew’s own explicit resurrection-prediction, so rendering must connect forward to Matthew 28 |
| Matthew 12:41-42 | ”Something greater than Jonah/Solomon is here” | Jesus, Jonah, Solomon, Queen of Sheba | Jonah 3; 1 Kings 10:1-9 | High — comparative-typology statements asserting Jesus’ superiority to major OT figures; must retain the “greater than” force |

|---|

| Matthew 14:13-21 | Feeding of the 5,000 | Jesus, disciples | Typological echo of Exodus 16 (manna) and 2 Kings 4:42-44 (Elisha feeding 100) | Medium — no direct quotation, but strong Moses/Elisha typology reinforcing Jesus as greater-than-Moses prophet-provider; should be noted even though ch.14 was flagged in the semantic analysis as introducing no new lexical terms |
| Matthew 14:33 | ”Truly you are the Son of God” | Disciples | Reuses Critical-risk Anak ng Diyos | Critical (baseline) |

| Matthew 16:18 | ”On this rock I will build my church… keys of the kingdom” | Peter, Jesus | Echoes Isaiah 22:22 (key motif of delegated authority) | Critical — mandatory theologian review given Petrine-primacy association in the Philippine Catholic-majority context (see 07/08 notes); rendering itself follows established iglesia, but Isaiah 22:22 keys-typology background should be part of the teaching note, not used to overstate a single-office reading |
| Matthew 16:27 | Son of Man coming in glory to repay | Jesus | Daniel 7:13-14; Psalm 62:12 | High |
Chapter 17 — Transfiguration, Elijah
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |

|---|
| Matthew 27:9-10 | Thirty pieces of silver | Judas | Zechariah 11:12-13 (cf. Jeremiah 32:6-9) | Medium — Matthew attributes this to “Jeremiah,” a known interpretive puzzle; translators should render the text as it stands rather than “correcting” the attribution |

| Matthew 27:48 | Sour wine offered | Onlookers | Psalm 69:21 | Medium |
Chapter 28 — Resurrection, Great Commission
| Passage | Theme | Related Character | OT/NT Connection | Translation Sensitivity |

| Matthew 28:18-20 | ”All authority… make disciples of all nations… to the end of the age” | Jesus, disciples | Echoes Daniel 7:14 (“all authority… given to him”) and Isaiah 49:6 (“light to the nations”) | Critical — the Great Commission’s authorizing and universal-scope basis; direct parallel to Romans’ Universal Scope of the Gospel and Mission to the Nations doctrines |
Messianic References — Summary
Matthew’s messianic argument runs cumulatively across the whole book rather than resting on any single proof-text:
| Messianic Line | Key Matthew Passages | OT Roots |
|---|
| Davidic King | 1:1; 2:6; 9:27; 21:5,9; 22:41-45 | Genesis 49:10; 2 Samuel 7:12-16; Micah 5:2; Zechariah 9:9; Psalm 110:1 |
| Suffering Servant | 8:17; 12:18-21; 20:28 | Isaiah 42:1-4; 49; 52:13-53:12 |
| Son of Man (Danielic judge-king) | 8:20; 9:6; 16:27; 24:30; 25:31; 26:64 | Daniel 7:13-14 |
| Prophet like Moses | 5:1-2,17-48; 17:5 | Deuteronomy 18:15-19 |
| Emmanuel / God with us | 1:23; 28:20 | Isaiah 7:14; 8:8,10 |
| True Israel / Son called out of Egypt | 2:15; 4:1-11 | Hosea 11:1; Exodus 4:22-23 |
This convergence of independent OT trajectories onto a single figure is itself a key teaching point for the Messianic Promise and Fulfillment of OT Prophecy doctrines and should be preserved as a cumulative argument in teaching materials, not fragmented into isolated proof-texts.

|---|
| Moses (lawgiver, mountain, shining face, 40 days) | Jesus (Sermon on the Mount, Transfiguration, 40-day fast) | 4:1-2; 5:1-2,17-48; 17:1-8 | Jesus fulfills and exceeds Moses; do not render as mere imitation |
| Israel (God’s son called out of Egypt) | Jesus (true, obedient Israel) | 2:15; 4:1-11 | Corporate-to-individual typological reapplication; requires teaching note |
| Jonah (three days in the fish) | Jesus (three days in the tomb) | 12:39-41; 28:1-10 | Explicit resurrection-sign typology stated by Jesus himself |
| Passover lamb / Passover meal | The Last Supper; the crucifixion at Passover | 26:2,17-29; 27 | Ties directly to tipan (covenant) and Paskuwa (Passover, never “Pasko”) |
| Davidic shepherd-king | Jesus as shepherd of the scattered/lost sheep | 9:36; 15:24; 18:12-14; 25:31-46; 26:31 | Ezekiel 34 background; culminates in the final judgment scene |
| Suffering Servant | Jesus’ healing ministry and substitutionary death | 8:17; 12:18-21; 20:28 | Isaiah 53 trajectory; must retain vicarious/substitutionary force throughout |
| Solomon (wisdom, glory) | Jesus, “something greater than Solomon” | 12:42 | Comparative superiority, not mere resemblance |
Parallels to the Romans Language Package (Cross-Curriculum Consistency)
The following Matthew passages parallel Romans passages already fixed in the baseline translation_memory.json. Rendering-consistency rule: where the same Greek lexeme, OT quotation, or theological formula recurs, the Filipino wording must match the Romans-established rendering exactly, unless the Matthew context requires a documented contextual variation (see notes).
| Matthew Passage | Romans Parallel | Shared Term/Concept | Rendering-Consistency Rule |
|---|
| Matthew 10:32-33; 16:16 | Romans 10:9-10 | Confession of Christ (homologeō) | Use ipahayag for confess / itatwa for deny consistently in both curricula; Romans 10:9’s exact wording “Si Jesus ay Panginoon” must remain the fixed anchor rendering referenced whenever Matthew’s confession passages are taught alongside it |
| Matthew 20:1-16 | Romans 4:4-5; 11:5-6 | Grace vs. merit/wages | Both must use biyaya, never utang na loob; the vineyard parable is a strong narrative illustration and should be cross-referenced in teaching materials as the same doctrine in story form |
| Matthew 18:21-35 | Romans 5:6-11 | Grace received produces grace extended | kapatawaran/magpatawad must be taught as flowing from biyaya already received, not a separate merit transaction |
| Matthew 22:37-40 | Romans 13:8-10 | Love fulfills the Law | Both cite Leviticus 19:18 and/or Deuteronomy 6:5; use the same kautusan (Law) baseline term and the identical phrase “iibigin mo ang iyong kapwa gaya ng iyong sarili” wherever this citation recurs in either curriculum |
| Matthew 8:17; 12:18-21; 20:28 | Romans 3:25; 5:6-11 (atonement background, though Isaiah 53 is not directly cited in Romans) | Substitutionary/vicarious suffering | Keep pantubos (ransom) and the Isaiah 53 Servant background consistent for any future cross-referencing of atonement doctrine across curricula |
| Matthew 1:1,17; 22:32 | Romans 4:1-25 (Abraham, imputed righteousness) | Abrahamic covenant background | Use the established David, Israel baseline forms; note for teaching that Matthew’s genealogical Abraham (1:1-2) and Romans’ justified-by-faith Abraham (4:1-25) are the same covenant figure viewed from two angles — lineage vs. faith-example |
| Matthew 3:2; 4:17; 5:3; 6:33 | Romans’ Kaharian ng Diyos (Kingdom Mission doctrine) | Kingdom of God/Heaven | Matthew’s Kaharian ng Langit and Romans’ Kaharian ng Diyos name the same reality; every teaching module using both curricula must state this synonym relationship explicitly to prevent learners from perceiving two kingdoms |
| Matthew 9:13; 12:7 | (no direct Romans parallel; shared OT source with broader NT usage) | Hosea 6:6, mercy over sacrifice | Internally consistent within Matthew; flagged here for any future curriculum quoting Hosea 6:6 |
| Matthew 10:1-4; 28:16-20 | Romans 1:1; 11:13 (apostleship) | Apostles/apostleship | Use established apostol baseline term; keep distinct from alagad (disciple), a distinction Romans did not need to make but Matthew requires throughout |
| Matthew 15:1-9 | Romans (Inspiration of Scripture doctrine, tradition-vs.-Scripture distinction) | Scripture vs. human tradition | Matthew 15’s tradisyon vs. utos distinction should be taught as Matthew’s own version of the same authority-source question the Romans package already raises; keep terminology (kautusan, utos) internally consistent |
| Matthew 22:41-45; 26:64 | Romans 1:4; 10:9 (Lordship of Christ) | Psalm 110:1, Lordship | Use Panginoon consistently; this is the same exclusive-Lordship doctrine Critical in the Romans package, now given its OT proof-text in Matthew |
| Matthew 24:14; 28:19-20 | Romans 1:5; 15:19-24; 16:26 (Mission to the Nations, Obedience of Faith) | Gospel proclamation to all nations | Use established misyon, mga Hentil, pagsunod na mula sa pananampalataya baseline terms; the Great Commission is Matthew’s own capstone statement of the same missionary mandate Romans assumes throughout |
Coverage Confirmation
All 28 chapters of Matthew have been reviewed for direct OT quotation, allusion, typology, and Romans-curriculum parallel. Chapters with comparatively sparse direct citation (6, 9, 14, 17 in terms of new lexical items per 07_semantic_analysis.md) are documented above with their applicable allusions/typology so that no chapter is silently omitted from this cross-reference matrix.
