11 Doctrine Analysis — Hebrews (English–Filipino)
Purpose
This document is the full doctrine matrix required before Phase 2 segment translation begins. It supplies, for every doctrine identified in doctrine_risk_registry.json: the supporting passages within Hebrews, the assigned risk level, the specific translation risk driving that assignment, and the review routing. It also documents chapter-by-chapter coverage across the entire book so that no chapter is silently skipped, even where a chapter contributes no new term or doctrine beyond what is already logged.
