Purpose
This document is the Phase 1 doctrine matrix for the 2 Peter curriculum, covering every chapter of the book from first to last, consistent with and traceable to assets/doctrine_risk_registry.json. It supplies the doctrine-by-doctrine detail (supporting passages, risk level, translation risk, review routing) that the registry’s risk tiers are drawn from. All 20 doctrines and their risk tiers below are identical to the registry; no tier is altered here. This document extends, but never contradicts, the Romans baseline Language Package.
Full-book coverage confirmation: All three chapters of 2 Peter (1:1–21, 2:1–22, 3:1–18) have been reviewed. Every chapter contains load-bearing doctrinal content; there are no chapters requiring a “reviewed, no new content” notation in this book.

Notes: This chapter carries the single highest concentration of Critical-tier doctrine in the book (five of seven Critical doctrines have their primary or an early anchor passage here). The core passage (1:16-21) is the theological anchor for the whole curriculum and must receive priority attention in Phase 2 back-translation and review scheduling, but the chapter’s other sections (the virtue chain, calling/election, the greeting) are equally in-scope for full coverage.
Chapter 2 (2 Peter 2:1-22) — Reviewed, load-bearing
Entirely devoted to False Teachers and Their Judgment (2:1-22), with supporting sub-doctrines: Judgment of Fallen Angels and Historical Precedents (2:4-9, 2:15-16) and Eternal Punishment and Hell (2:4, 2:9, 2:17). Lordship of Christ recurs (2:1, 2:9, 2:11, 2:20), including the deliberate contrast between Christ’s legitimate Lordship (κύριος/κר്ത്താവ്) and the false teachers’ illegitimate claim to “dominion” (κυριότης/കര്ത്തൃത്വം, 2:10).
Notes: This chapter’s four historical precedents (angels, the Flood, Sodom and Gomorrah, Balaam) are the doctrinal backbone for establishing that God’s judgment is grounded in real, one-time past events, directly supporting the certainty claims made in Chapter 3.
