Purpose
This document provides the full doctrine matrix for the book of Acts (chapters 1–28), extending the Romans baseline package (doctrine_risk_registry.json) to this curriculum’s nine Bible doctrines: The Holy Spirit and Pentecost, The Gospel to Jews and Gentiles, Repentance and Baptism, The Church as Community, Apostolic Authority and Miracles, Persecution and Bold Witness, Conversion of Paul, Justification apart from the Law, and The Great Commission Fulfilled. The core passage, Acts 2:1–41 (Pentecost and Peter’s sermon), is the theological anchor of the curriculum but not its scope boundary: every chapter of Acts is reviewed below for load-bearing doctrinal content, consistent with the PRD’s full-book-coverage mandate.
This matrix is fully consistent with analysis/assets/doctrine_risk_registry.json: the same 36 doctrines and the same risk tiers are used throughout. Where a doctrine also appears in the Romans baseline (resurrection, lordship, deity of Christ, election, providence, sanctification), the same forbidden-substitution rules and escalation triggers documented in the Romans 12_ai_translation_requirements.md apply automatically and are not re-derived here.

Note: doctrine_risk_registry.json’s summary block records “Critical: 11” (a one-count discrepancy against the 10 Critical-tier doctrines enumerated in its own doctrines object). This matrix reproduces the registry’s per-doctrine tier assignments exactly as authoritative; the summary-count discrepancy should be corrected in the registry file itself during the next Phase 1 synthesis pass but does not affect per-doctrine review routing, which is unambiguous per entry.
