Terms already fixed in the baseline Romans translation_memory.json are marked (baseline TM — reuse exactly) and must never be re-decided. New terms required specifically for Philemon’s vocabulary are marked (new — Philemon) and should be added to the project’s translation memory before Phase 2 begins, per the escalation procedure in 12_ai_translation_requirements.md.
