Cross-Reference and Theme Analysis: 1 Peter — Pashto Destination Language
Methodology and Scope
This document catalogs every Old Testament quotation and allusion, every messianic reference, every typological pattern, and every significant parallel to the Romans curriculum found across all five chapters of 1 Peter. It builds directly on analysis/07_semantic_analysis.md and analysis/08_core_glossary.md and must be read alongside them; Pashto renderings already fixed there (and in the Romans translation_memory.json) are reused here without re-derivation.
Citation normalization convention: All Scripture references in this document and all downstream Phase 2 artifacts use the form <Book> <chapter>:<verse> or <verse-range>, English book names spelled in full (e.g., “Isaiah 53:5”, “Genesis 6:1-4”, “Romans 9:33”), Latin-numeral chapter/verse numbers regardless of destination-script verse numbering used in the final rendered text. This matches the Romans baseline’s citation convention (رومیانو ۳:۲۳ in destination script for reader-facing material, with the Latin-numeral form retained as the internal/administrative reference key).
Risk tags in the matrix below use the same four-tier scale as doctrine_risk_registry.json (Critical / High / Medium / Low) and are additive to — not a replacement for — the term-level risk already recorded in the core glossary.

PART 3 — Rendering-Consistency Rules for Shared Quotations and Formulas
These rules govern any case where 1 Peter and Romans (or another already-translated curriculum sharing this Language Package) render the same OT quotation, NT formula, or doctrinal pairing. Violating these rules creates the appearance of two different underlying source texts to a Pashto reader moving between curricula — a serious consistency failure per the baseline’s “Theological Consistency Rules Across Documents.”

Isaiah 28:16 (“whoever believes in him will not be put to shame / whoever calls on him will not be disappointed”), quoted in Romans 9:33, Romans 10:11, and 1 Peter 2:6: the Pashto rendering of this clause must be verbatim-identical in all three locations. Draft rendering:
هر چې پرې ایمان راوړي، شرمنده به نه شي(using ایمان راوړل, reused from Romans TM, and شرمنده — “put to shame” — consistent with the honor-shame reversal vocabulary already used at 1 Peter 3:16’s شرمول). -
Hosea 1:10 / 2:23 (“once you were not a people, now you are God’s people; once no mercy, now mercy”), quoted in Romans 9:25-26 and 1 Peter 2:10: the Pashto rendering of “people of God” (د خدای قوم) and “mercy” (رحمت, reused) must match across both documents. Since this quotation grounds Gentile inclusion in both letters, inconsistent rendering would obscure that both apostles are drawing on the identical prophetic promise.

Christ’s Lordship confession: Romans 10:9 fixes “عیسی خداوند دی” as the non-negotiable rendering of the Lordship confession. 1 Peter 3:15’s “sanctify Christ as Lord” (ἁγιάσατε… τὸν Χριστὸν κύριον) must use the identical خداوند title for κύριος, reinforcing rather than diluting the deity claim already fixed in Romans.

Joint-heir / inheritance vocabulary: 1 Peter 3:7’s ګډ وارث (joint-heir) and 1 Peter 1:4’s میراث (inheritance) must align in register and theological content with Romans 8’s adoption/inheritance doctrine cluster (زوی نیول, میراث-equivalent language). Teachers should cross-reference Romans 8:17 explicitly when teaching 1 Peter 3:7.

Sacrificial/ritual vocabulary (lamb, blood, baptism): 1 Peter 1:18-19 (lamb, blood) and 1 Peter 3:21 (baptism) must consistently apply the “once-for-all, unrepeatable” qualifier already established for Romans’ atonement vocabulary (imputed righteousness’s “credited not earned” caution extends analogously here: substitution is received, not repeated). Where Romans-curriculum baptismal teaching (Romans 6:3-4) is produced in a future phase, its baptism vocabulary must match 1 Peter 3:21’s تعمید usage exactly.

Submission to authority: 1 Peter 2:13-17 and Romans 13:1-7 address the same doctrinal territory (submission to human civil government) using the same root verb تابع کیدل (ὑποτάσσω). Any teaching or footnote material referencing one passage should cross-reference the other, and the same forbidden-substitution caution against reading “submission” as specifically religious submission (سلام/إسلام root association) applies identically to both.

“Dead to sin” doctrine: 1 Peter 4:1 and Romans 6:6-7, 11 describe the same reality (suffering/death with Christ severing sin’s dominion) and should use parallel Pashto phrasing wherever both are cited in the same teaching material.

Spiritual gifts lists: 1 Peter 4:10-11 and Romans 12:6-8 are structurally parallel gift-lists. روحاني ورکړې (already fixed, Romans TM) must be used identically in both; the stewardship (منتظم) framing of 1 Peter 4:10 should be taught as complementary to, not distinct from, Romans 12’s gift-list.

Suffering-then-glory pattern: 1 Peter 4:13 (“rejoice insofar as you share Christ’s sufferings… you may also rejoice and be glad when his glory is revealed”) and Romans 8:17-18 (“if children, then heirs… provided we suffer with him in order that we may also be glorified with him”) express the identical Pauline-Petrine theological pattern. تکلیف (suffering) and جلال (glory, reused) pairing must be rendered with matching syntax in both passages wherever they appear in the same curriculum or study guide, since this pairing is likely to be taught as a single cross-referenced unit.

“Greet one another with a holy/loving kiss”: Romans 16:16 and 1 Peter 5:14 use a near-identical closing greeting formula. The Pashto rendering of “kiss of love” (د مینې ښکل) at 1 Peter 5:14 must match the phrasing used for Romans 16:16’s “holy kiss” as closely as the slight lexical difference in the Greek (ἐν φιλήματι ἀγάπης vs. ἐν φιλήματι ἁγίῳ) permits, since both function as the same liturgical-greeting convention in the early church and should be recognizable to a Pashto reader as the same custom.
PART 4 — Passages Requiring Coordinated Theologian + Native-Speaker Review
The following clusters require the combined review path (human theologian for doctrinal content, native speaker for idiomatic naturalness) because they involve both a Critical/High doctrinal risk and a shared-quotation consistency requirement with the Romans corpus:
