Doctrine Analysis — Matthew — Full-Book Doctrine Matrix
This document executes PRD Phase 1 Step 4: a chapter-by-chapter, full-book doctrine matrix for Matthew 1–28, built directly on and fully consistent with doctrine_risk_registry.json (same 41 doctrine entries, same risk tiers, same review routing). No chapter is silently skipped; every chapter is explicitly represented below, even where it primarily reinforces doctrine already anchored elsewhere in the book. The core passage (Matthew 5:1-12, the Beatitudes) anchors the curriculum theologically but is not the boundary of analysis — full-book coverage is mandatory per the PRD.
