This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md, spanning Titus 1–3 in full. Terms marked (baseline reuse) carry forward the Romans translation_memory.json rendering exactly, per hard rule. Terms marked (NEW) are Titus-specific coinages/decisions proposed for addition to translation memory, each with a risk tier assigned using the same Critical/High/Medium/Low framework as the baseline doctrine_risk_registry.json. New Critical and High risk terms require human theologian review before Phase 2 use; Medium requires native speaker review; Low requires automated review only — consistent with baseline routing.

GROUNDED RISK: ἐπιφάνεια is the technical Hellenistic-royal term for a king’s or god’s grand visible arrival — the same register Nepali अवतार theology occupies via the Shah kings’ state-sanctioned Vishnu-avatar status, living memory until the monarchy’s 2008 abolition. NEVER अवतार. Use प्रकट भयो for the past appearing of grace/kindness (2:11, 3:4) and महिमामय प्रकटीकरण for the future glory-appearing of Christ’s return (2:13); never suggest a repeatable divine descent.

Grammatically (Sharp’s rule: one article governing two nouns joined by καί) identifies Jesus Christ himself as ‘great God and Savior’ — one of the NT’s clearest single-verse assertions of Christ’s full deity. Nepali rendering must preserve this single-referent force and must never be softened toward the avatar framework historically attached to Nepal’s monarchy. Mandatory theologian review at every occurrence.
