This glossary consolidates every load-bearing term identified in 07_semantic_analysis.md, drawn from the core passage (Proverbs 3:1-12) and every chapter of the book (1-31). Terms already fixed in the baseline Romans translation memory are marked [BASELINE — REUSE EXACTLY] and must not be altered. New terms proposed here extend, but never contradict, the baseline. Risk tiers follow the baseline’s four-tier framework (Critical / High / Medium / Low) and drive the same Phase 2 review-routing logic documented in doctrine_risk_registry.json.
