11 Doctrine Analysis — 2 Peter (Full Book, Chapters 1–3)

This document is the full doctrine matrix for 2 Peter required by PRD Phase 1 Step 4/5. It is fully consistent with assets/doctrine_risk_registry.json (v1): the same 22 named doctrines, the same risk tiers, and the same review routing. This file adds chapter-and-section-level traceability so that Phase 2 segment processing can locate the doctrinal load of every passage in the book, including sections that carry no new doctrinal weight.

Risk tier legend (identical to baseline Romans convention):

Lordship and Saviorhood of Christ
