11 Doctrine Analysis — Matthew 1–28 (Full-Book Coverage)
This document extends the Romans baseline doctrine_risk_registry.json methodology to the Matthew curriculum. It is fully consistent with the accompanying assets/doctrine_risk_registry.json (same doctrines, same risk tiers, same review routing). Every chapter of Matthew 1–28 is represented below; chapters that only reuse doctrines already introduced in earlier chapters are marked accordingly rather than omitted. The core passage, Matthew 5:1–12 (the Beatitudes), anchors the curriculum theologically but does not limit the scope of this analysis.
Risk tier definitions (identical to baseline): Critical = human theologian review required, every occurrence; High = human theologian review required; Medium = native speaker review recommended; Low = automated review sufficient.
