Purpose

This glossary consolidates every load-bearing theological term identified in 07_semantic_analysis.md across the whole of 2 Peter (chapters 1–3), organized by curriculum doctrine. Terms already established in the baseline Romans translation_memory.json are marked [BASELINE — REUSED EXACTLY] and carry forward their recorded Mandarin rendering, risk tier, and rejection list without modification. New terms specific to 2 Peter are marked [NEW] and assigned a risk tier using the same Critical/High/Medium/Low definitions as the baseline doctrine_risk_registry.json.
