This document executes PRD Phase 1 Step 5 (doctrine analysis) for the entire book of Obadiah (1:1–21), one chapter, twenty-one verses. Because Obadiah has no chapter divisions beyond its single chapter, full-book coverage is organized by literary section (superscription, oracle units, and closing kingship declaration), per the PRD’s full-book coverage mandate. Every section is explicitly accounted for below, including sections whose doctrinal content overlaps with adjacent sections rather than introducing wholly new material. All doctrine names, risk tiers, and review routing below are IDENTICAL to and fully consistent with doctrine_risk_registry.json (Obadiah v1). This document adds no new doctrines and downgrades/upgrades no risk tier found there; it exists to show full-book textual grounding, section-by-section, for the risk registry’s assignments, and to serve as the reference document invoked by 12_ai_translation_requirements.md (per the Romans baseline’s citation convention).
