0. Scope and Citation Normalization Convention
This document catalogues every Old Testament allusion embedded within Isaiah, every New Testament quotation or clear allusion to Isaiah, messianic references and typology across the whole book (chapters 1–66), and — per the hard requirement of this Step — explicit parallels to the baseline Romans Language Package, since Romans quotes Isaiah more than any other prophetic book. Rendering-consistency rules are given for every shared quotation so that Phase 2 translation of Isaiah materials never diverges from an already-approved Romans (or future Gospel/Epistle/Revelation) rendering of the same underlying text.
